Founded by Mark Falcon, Zephyre advises organisations on economics, regulation, policy and strategy.

Zephyre works in partnership with other leading advisory firms, including Economic Insight, Emissary, Frontier Economics, Gerson Lehrman Group, Guidepoint Global Advisors and Launchworks Ventures.

Among other projects, Zephyre is currently co-leading a strategic review of one of the UK payment systems and advising a mobile virtual network operator (MVNO) on the proposed acquisition of Telefónica UK (O2) by Hutchison 3G UK (Three).

Mark’s career has spanned industry, the public sector and consulting. Mark was the first Executive Director for Regulatory Policy & Strategy at the Payment Systems Regulator. He was Head of Economic Regulation at Three, the mobile operator, part of CK Hutchison, the largest foreign investor in the UK. He helped to create Frontier Economics, Europe’s leading economic consultancy, and establish Frontier’s financial services practice. Mark is also a Specialist Adviser to the House of Commons Treasury Committee.
